P0863: the TCM reports a ROM-assembly read or communication error
In the cited GM transmission table, P0863 concerns a ROM assembly and has separate read-error and communication-error conditions.

Documented application
Document-level 2015 GM diagnostic table; per-code vehicle/engine/calibration applicability not established.
The code alone does not identify a failed part or establish that a vehicle is safe to drive. Confirm the vehicle, reporting module and applicable service procedure.
P0863 can appear under a general TCM communication label. The cited GM transmission table is more specific: it monitors a ROM assembly for a read error or a communication error. This application should not automatically be treated as loss of the entire vehicle CAN network.
The two branches run under different conditions
The read-error branch is qualified by supply voltage and absence of an output-speed-sensor pulse since ignition-on. The communication-error branch uses its own voltage window and a park-or-neutral range condition. Both have a documented ten-second persistence period.
Those differences make the vehicle state at the time of the fault useful evidence. A driving-state test may not reproduce a branch intended for the stated stationary or initial conditions.
A code title does not identify the replaceable part
The summary names the ROM assembly but gives no location, connector layout or replacement procedure. It also does not establish whether the failure originates in the assembly, its connection or the receiving electronics. That isolation requires the appropriate transmission service information.
Preserve whether the enhanced diagnostic result identifies a read error or communication error, together with supply voltage, selector range and timing after ignition-on. Combining both into “TCM failed” loses the distinction the manufacturer documents.
For repair verification, exercise the applicable branch under its enable conditions and confirm the monitored result. A successful generic scan connection to the TCM alone does not prove that its ROM-assembly communication is healthy.
