The code alone does not identify a failed part or establish that a vehicle is safe to drive. Confirm the vehicle, reporting module and applicable service procedure.
P25ED reports a high electrical input while the SKYACTIV-X PCM controls the supercharger clutch. Mazda's page supplies the condition qualitatively without a numerical voltage or time limit.
Follow the high-input evidence
The documented possibilities are clutch and PCM connector faults, a control circuit shorted to supply, a clutch fault or a PCM malfunction. The procedure is correspondingly focused on those connections and the powered-control-wire branch. It does not establish that the supercharger is mechanically seized or that the speed sensor is inaccurate.
Mazda inhibits boost and stops EGR control. An accompanying loss of engine output can therefore reflect protective control changes, while the actual repair still depends on what is holding the clutch-control input high.
Do not skip external wiring
The factory sequence reaches clutch inspection after the connector and circuit checks. A damaged harness can produce an incorrect control response even when the clutch itself is serviceable. Conversely, an intact wire is not enough to prove correct clutch behavior.
Confirmation uses the engine-running self-test and another pending-code check. Moving drive components require the prescribed professional precautions. The source's assembly-replacement reference should be checked against the exact vehicle repair information before ordering parts; the supported article-level conclusion is the high clutch-control fault and its diagnostic branches, not an automatic replacement of a named assembly.
