The documented Mazda P2BBC procedure covers air bypass valve position circuit below its signal range.

The code alone does not identify a failed part or establish that a vehicle is safe to drive. Confirm the vehicle, reporting module and applicable service procedure.
P2BBC identifies low input from the air bypass valve position sensor in Mazda's SKYACTIV-X engine. The PCM threshold is a signal below 0.13 V.
Low voltage does not establish valve position
The sensor informs the PCM how far the bypass valve has moved. A voltage outside its valid range cannot be trusted as a physical opening-angle measurement. The factory causes include grounded supply or signal wiring and a short between signal and ground, as well as sensor, connector and PCM faults.
Mazda checks the valve/sensor connector and the PCM connector before inspecting those circuit paths and the position sensor. This is a different diagnostic question from a valve whose valid position reading fails to follow a target: here, the feedback itself has reached an electrical limit.
Effects and verification
Boost is inhibited and EGR control stops when the fault is detected. Those responses should not be interpreted as proof of separate supercharger and EGR failures. Restoring trustworthy position information is necessary before commanded-versus-actual valve performance can be assessed meaningfully.
The page does not state a dwell time, so none should be borrowed from a different Mazda sensor code. Repair confirmation includes the prescribed key-on or running self-test and a pending-fault check. Establish whether a grounded circuit or the sensor caused the low signal before selecting a valve-related replacement, using the exact engine wiring and professional service procedure.
