The code alone does not identify a failed part or establish that a vehicle is safe to drive. Confirm the vehicle, reporting module and applicable service procedure.
P0646 identifies the low side of an A/C clutch relay control circuit fault. Mazda's SKYACTIV-G page evaluates the compressor magnetic-clutch control voltage relative to the command issued by the PCM.
The command comparison matters
The monitored voltage must remain low relative to the control signal for five continuous seconds. This is an electrical command-versus-response test, rather than a refrigerant-pressure or cabin-temperature test. Mazda releases the magnetic clutch as its fail-safe response, so loss of compressor engagement can follow the fault itself.
The cause list includes the A/C relay, its power feed, the control wire, the PCM connection and the controller. It specifically includes the F47 15 A fuse and an open relay supply circuit. A low control result therefore need not mean the control wire is directly grounded; the relay may lack its proper supply.
Separating supply and control faults
The factory flow evaluates the relay and fuse before checking the relay feed for grounding faults or an open. It then checks the control circuit for a short to ground and the PCM connector. Those separate branches help avoid replacing a compressor for an upstream electrical problem.
Confirmation uses an actual cooling request: maximum-cold setting, A/C operation and a check for cold vent air, followed by the pending-code inspection. Verify the fuse designation against the applicable vehicle wiring information; the F47 reference belongs to this documented Mazda configuration.
