P0695: Fan relay 3 low-side diagnostic can also indicate an open circuit
P0695 classifies a ground-related or open fan-relay control-circuit condition in this GM implementation.

Documented application
2009 General Motors diagnostic parameter file 09OBDG12 Engine Diagnostics.pdf. Section-specific modules and calibrations; no per-code model or engine applicability established.
The code alone does not identify a failed part or establish that a vehicle is safe to drive. Confirm the vehicle, reporting module and applicable service procedure.
GM's group 12 P0695 entry concerns relay 3 in the cooling-fan control system. The output driver performs the electrical diagnosis. In this implementation, the low-direction classification includes both a short to ground and an open circuit, so the generic word low should not be treated as proof of one specific wiring defect.
Verify that the configured channel exists
The published conditions require the fan power stage to be configured, together with the specified automatic-transmission and air-conditioning configuration. These conditions limit the source's applicability. The relay number cannot be used to identify a physical relay or connector location on a different vehicle.
The monitor runs with ignition on, the engine running and battery voltage above nine volts. Its failure interval is 3.2 seconds, with continuous checks at the stated sampling interval. An unqualified engine-off observation is not equivalent to that test.
Driver diagnosis is separate from cooling performance
A circuit fault can prevent correct fan control, but P0695 does not directly measure cooling capacity or establish whether an engine is overheating. Preserve the fan command, related electrical faults and actual temperature evidence separately.
Use the vehicle-specific circuit procedure to distinguish an open path from a ground-related fault. Verification should establish valid driver feedback and the fan operation prescribed by service information. A fan that happens to spin briefly cannot alone demonstrate that relay channel 3 passes its electrical monitor.
